National Bureau of Investigation chief Melvin Matibag told senators on Thursday that agents had detained a suspected online groomer in Cebu and an individual somehow connected to last week’s horrific school shooting in South Cotabato.
The arrests came as the NBI ramps up its hunt for cyber threats lurking on the deep and dark web.
What is an online groomer?
An online groomer is someone who systematically builds trust with a child or vulnerable person over the internet, usually through social media, messaging apps or gaming platforms, with the ultimate aim of exploiting them.
They start by posing as a friend, admirer, or confidant. They shower the target with attention, compliments, and shared interests. Over time, they lower the child’s defenses, extract personal information, request photos or videos, and push the conversation into sexual territory — or, in some cases, towards violence.
The process can take weeks or months. Once the relationship is established, the groomer may demand explicit images, arrange meetings, or blackmail the victim. In the most extreme cases, they encourage real-world crimes by promising fame, belonging or revenge.
Authorities worldwide warn that these predators are increasingly sophisticated, hiding behind fake profiles and encrypted platforms.
The Cebu arrest
Matibag revealed that NBI agents had taken a suspected online groomer into custody in Cebu. He gave few details but said the bureau was working with prosecutors and the Department of Justice to process the case.
He added that more action could follow quickly: “Probably, by the next coming days, there will be 10 rescue of individuals who belong to that group.”

On the same day, agents also arrested someone “somehow related” to the September 18 shooting at Banga National High School in South Cotabato.Three students died in the attack, including the 16-year-old Grade 9 gunman who turned a handgun belonging to his father on his classmates before killing himself. Eight others were wounded.
Earlier this week, Interior Secretary Jonvic Remulla said investigators were chasing a person who had allegedly encouraged the teenager online, preying on his insecurities and promising him glory if he carried out an attack.
Matibag confirmed the arrest but refused to name the individual or spell out exactly how they were connected.
A growing online menace
The twin arrests come amid rising alarm in the Philippines over the role of the internet in radicalising and exploiting young people. Officials have linked recent school violence to dark-web communities that glorify real-world attacks and actively seek out troubled teens.
Parents and teachers are being urged to monitor children’s online activity more closely as authorities continue to track down those who turn digital spaces into hunting grounds for the vulnerable.
