Bonoan resigns as DPWH chief; Dizon appointed amid corruption probe

MANILA, Philippines – Public Works and Highways Secretary Manuel Bonoan has resigned from his post effective September 1, 2025, as the agency faces heightened scrutiny over alleged anomalies in flood control projects.

President Ferdinand Marcos Jr. confirmed on Monday, September 1, that he has accepted Bonoan’s resignation, citing “command responsibility” as the basis for the move.

In his resignation letter, Bonoan expressed support for the government’s push for accountability and reform.

Marcos has appointed Transportation Secretary Vince Dizon as the new DPWH chief.

Dizon took his oath on Monday and immediately ordered the courtesy resignations of undersecretaries, assistant secretaries, division chiefs, and district engineers as part of a department-wide reset.

The Palace said Dizon’s appointment signals the start of a “clean slate” for the DPWH, which has been under investigation by the Senate Blue Ribbon Committee over alleged ghost projects, contract monopolies, and substandard infrastructure under the agency’s ₱545-billion flood control program from 2022 to 2025.

Dizon vowed to restore public trust in the department, stressing that future projects should genuinely serve communities and not political or business interests.
