Zamboanga Sibugay Inks Strategic Partnerships With National Agencies To Boost Public Safety, Housing, Livelihoods

IPIL, Zamboanga Sibugay โ€” The provincial government of Zamboanga Sibugay has sealed a series of strategic partnerships with key national government agencies, aiming to strengthen public safety, expand access to housing, protect overseas Filipino workers (OFWs), and preserve indigenous livelihoods.

The agreements, signed on separate occasions under the leadership of Governor Ann K. Hofer, signal the provinceโ€™s bid to deepen coordination with national institutions to fast-track governance reforms and social development programs.

Partnerships include public safety, and housing

Among the major initiatives is the establishment of a unified Provincial Communication and Coordination System (PCCS), designed to enhance emergency response and public safety operations across the province. The system seeks to improve real-time coordination among agencies involved in law enforcement, disaster response, and emergency management, particularly during crises and natural disasters.

Partner agencies under the PCCS include the Department of the Interior and Local Government, Philippine National Police, Armed Forces of the Philippines, Bureau of Fire Protection, Philippine Coast Guard, REACT TAGOK Radio Group, and the Zamboanga Sibugay League of Local Disaster Risk Reduction and Management Offices.

To address the provinceโ€™s housing needs, the provincial government also entered into a partnership with the National Housing Authority. The agreement supports programs for safe, affordable, and sustainable housing, including long-term resettlement initiatives aimed at improving the living conditions of qualified families across Zamboanga Sibugay.

Livelihood

Cultural preservation and livelihood generation form another key component of the partnerships. Through collaboration with the Department of Science and Technology and the Philippine Textile Research Institute, the province will roll out a program to revive traditional Subanen weaving. The initiative will utilize hybrid handloom technology and natural dye processes, with the goal of strengthening local creative industries while providing sustainable income opportunities for indigenous communities and local artisans.

Completing the set of agreements is a convergence initiative focused on the welfare and workforce development of OFWs. Signed with the Department of Migrant Workers, Overseas Workers Welfare Administration, Department of Labor and Employment, and the Technical Education and Skills Development Authority, the partnership aims to curb illegal recruitment, improve access to frontline services, support reintegration, and expand skills training for migrant workers and their families.

Provincial officials said the partnerships intend to translate into concrete services and measurable outcomes, rather than remain symbolic commitments.

With these agreements in place, Zamboanga Sibugay positions itself to move forward with stronger institutional backing and a more coordinated approach to inclusive and sustainable development.
