ZAMBOANGA CITY, Philippines โ A coordinated law enforcement operation in a densely populated coastal community of Zamboanga City on Tuesday led to the rescue of four children and the arrest of a woman accused of operating an online sexual exploitation scheme, authorities said.
The operation, conducted in Barangay Mampang, underscored the continuing challenge facing Philippine authorities as they battle the spread of online sexual exploitation of children, a crime that has increasingly drawn international attention for its use of digital platforms and cross-border financial networks.
Investigators said the suspect, identified only by the alias โNene,โ 27, was arrested shortly before 3 p.m. after authorities carried out a synchronized entrapment operation and executed a court-issued Warrant to Search, Seize and Examine Computer Data.
Authorities rescued 4 minors
The raid unfolded along Arquiza Drive, where law enforcement officers entered the premises and secured electronic devices believed to have been used in facilitating online exploitation activities.
Authorities said they rescued three minor girls during the operation and identified them as victims whom suspects allegedly offered for exploitation through online channels. They also placed a fourth child, whom social workers classified as a ‘child at risk,’ under government protection.
The operation was led by the Department of Justiceโs Inter-Agency Council Against Trafficking in Region 9 and the Zamboanga Sea-Base Anti-Trafficking Task Force, with support from local police, anti-cybercrime investigators, social welfare agencies and the international anti-trafficking organization International Justice Mission.
Officials said law enforcement officers used body-worn cameras throughout the raid to document the operation and preserve evidence. Two elected barangay officials witnessed the search and seizure process.
Investigators reported recovering digital devices and other materials that are now undergoing forensic examination. Authorities believe the electronic evidence could help establish the scope of the alleged operation and identify potential accomplices or online clients.
Authorities informed the suspect of her constitutional rights before taking her into custody. Zamboanga City Police Station 12 is currently holding her pending the filing of charges.
Prosecutors are preparing charges under Republic Act No. 11930, the Anti-Online Sexual Abuse or Exploitation of Children and Child Sexual Abuse or Exploitation Materials Act. The law, enacted in 2022, strengthened government efforts against online child exploitation by expanding investigative powers and increasing penalties for offenders.
Campaign against online sexual exploitation
Meanwhile, authorities turned over the four rescued children to the City Social Welfare and Development Office, which is providing them with emergency care, psychological assessment, and protective services. Social workers are conducting interviews and evaluations aimed at ensuring the children’s safety and long-term recovery.
The rescue reflects a broader national campaign against online sexual exploitation, which authorities say has become one of the country’s most urgent child protection concerns. Law enforcement officials have increasingly relied on cybercrime investigations, digital forensics and partnerships with international organizations to identify and dismantle networks operating through social media platforms, messaging applications and online payment systems.
For authorities, Tuesdayโs operation was more than a criminal arrest. The operation reminded everyone that behind every cybercrime investigation are children whose lives traffickers have placed at risk โ and whose recovery begins only after the screens go dark. (With reports from Ely Dumaboc)
