ZAMBOANGA SIBUGAY – The municipality of Roseller T. Lim has been named one of the Top 10 finalists in the 2025 SubayBAYANI Awards, emerging from a pool of 1,493 municipalities across the Philippines.
The town made it through successive rounds of screening—from the Top 120, to the Top 30, and finally to the Top 10—recognizing its efforts to uphold transparency, accountability, and good governance.
Town Entry
Mayor Engr. Michael A. Piodena accepted the award during the ceremony held on November 26 at the Manila Hotel, an event graced by President Ferdinand Marcos Jr. The recognition marks a major achievement for the southern town and highlights its push toward more responsive and community-centered public service.
The municipality’s entry, the SALINTUBIG Project in Barangay Malubal, was cited for improving access to clean and safe water for households in Malubal and nearby barangays.
The project, Piodena said, has eased long-standing water access challenges and has since become a model for sustainable, community-driven development in rural areas.
Members of the municipality’s technical working group (TWG) joined Piodena at the ceremony. The TWG members are MLGOO Diana Gay Batua; Engr. Albert Dela Peña; Engr. Rosemarie Balano; Engr. Celeito Villarosa; Rylle Darryll Estrella; Engr. Edgardo Navarra; and Engr. Syerri Endong.
The mayor said the recognition reflects not only strong governance systems but also the collective work of public servants, community partners, and residents committed to building a better Roseller T. Lim.
Several LGUs As ‘Top Overall Performers’
While the full list of all Top 10 finalists is not publicly available, the national awarding body also named several LGUs as “Top Overall Performers” — an elite subset among finalists — underscoring the high level of competition this year.
Among them are Mountain Province (upgrading of Ampawilen-Sadanga Provincial Road); Aklan Province (rehabilitation of Balete-Arcanghel-Ogsip-Calamcan-Julita-Libacao Road, Phase 3); Zamboanga Sibugay (concreting of Pangi-Guitoan-Gomotoc-Malagandis Provincial Road); Pasig City (major improvement at Mega Dialysis Compound); Science City of Muñoz (construction of a multi-purpose building); Victorias City (construction of a two-storey evacuation center and multi-purpose building); Victoria, Oriental Mindoro (construction of a health station); Sumilao, Bukidnon (multi-purpose building at Barangay Kisolon); and Magpet, Cotabato (Basak Water System Level III at Barangay Basak).
“We move forward with purpose and integrity,” Piodena said, “guided by a shared vision of progress for all.”
