In its 4 a.m. bulletin, PAGASA outlined the weather conditions:
- Metro Manila and the rest of Luzon: Partly cloudy to cloudy skies with isolated rain showers due to localized thunderstorms.
- Visayas, Caraga, Davao Region, Zamboanga Peninsula, Bicol Region, and MIMAROPA: Cloudy skies with scattered rains and thunderstorms brought by the Intertropical Convergence Zone (ITCZ).
- Mainland Cagayan, Apayao, Isabela, Aurora, and Quezon: Cloudy skies with scattered rains and isolated thunderstorms caused by the shear line.
- Batanes and Babuyan Islands: Cloudy skies with rains due to the northeast monsoon or amihan.
- Ilocos Region, the rest of Cagayan Valley, and Cordillera Administrative Region (CAR): Partly cloudy to cloudy skies with isolated light rains, also attributed to the amihan.
- The rest of Mindanao: Partly cloudy to cloudy skies with isolated rain showers or thunderstorms.
The state weather bureau advised the residents in areas affected by the ITCZ, shear line, and localized thunderstorms to stay alert for potential flash floods or landslides, as moderate to heavy rains could occur.
