Antonio Manaytay The Bangsamoro Federalist Party (BFP) is on track to emerge as the biggest vote-getter in the first-ever Bangsamoro parliamentary elections, putting the party in a potentially powerful position as the region prepares to form its first elected government.
As of 3:59 a.m. Tuesday, with 97.76% of election returns processed, four regional parliamentary political parties had crossed the 2.5% threshold required to qualify for seats in the Bangsamoro Parliament. Both BFP and UBJP lead the polls with 651,184, or 34.9%, and 604,381, or 32.4%.
That leaves the BFP and the other qualifying parties in a much clearer race for the 40 seats allocated through proportional representation.
The BFP’s lead is significant because these seats are not won by individual candidates in separate districts. Instead, voters cast a regional party vote, and qualifying parties receive seats broadly in proportion to their share of the vote.
Why the BFP’s lead matters
The 80-member Bangsamoro Parliament is made up of 40 regional parliamentary political party seats, 32 district seats and eight sectoral or reserved seats.
The party vote therefore accounts for half of the Parliament.
A party that finishes with roughly a third of the qualifying party vote could potentially secure a sizeable block of the 40 seats, making it the largest single party contingent from the proportional-representation portion.
But there is an important catch.
The BFP’s lead does not automatically translate into a majority. To control the 80-member Parliament outright, a party or coalition needs 41 seats.
That means the final balance will depend not only on the regional party vote but also on the results of the 32 district contests and eight sectoral or reserved seats.
What is the 2.5% threshold?
The threshold is essentially the entry ticket for the proportional-representation race.
Under the rules for the Bangsamoro parliamentary elections, a regional parliamentary political party must obtain at least 2.5% of the total valid votes cast for RPPPs to qualify for seat allocation.
As of the latest count, four parties had cleared that hurdle.
That is important because the 40 party seats are distributed among the parties that qualify, rather than among every party that appeared on the ballot.
The final number of seats each party receives will depend on the official vote totals and the Comelec’s prescribed allocation method.
How the seats are filled
The system is different from the district contests. Voters do not choose a particular parliamentary candidate when casting the regional party vote.
Instead, each political party submits a ranked list of nominees before the election. Once the number of seats earned by each party is determined, those seats are filled from the party’s list in the prescribed order.
This means the BFP’s performance at the ballot box could determine how large its parliamentary delegation becomes — and which names from its nominee list enter the chamber.
The system is broadly similar in concept to proportional representation used in the national party-list system, but the Bangsamoro arrangement does not simply impose the national party-list system’s three-seat cap.
The more votes a qualifying party wins, the larger its potential share of the 40 seats.
What happens if BFP finishes first?
If the BFP maintains its lead through the final count, it would enter the new Parliament as the largest single party based on the regional party vote.
That would give the party considerable political leverage. But it would still need allies if its combined district, party, and sectoral representation falls short of 41 seats.
That is where the first Bangsamoro parliamentary government could become particularly interesting.
The Parliament itself will elect the Chief Minister, meaning the ability to build a governing coalition may ultimately matter more than simply finishing first in the regional party vote.
A major political shift for BARMM
The BFP’s performance also points to a broader political change in the Bangsamoro.
The party emerged as a significant political force ahead of the election and drew support from local political figures who had previously been associated with other groups.
Its rise comes as BARMM makes the historic transition from the Bangsamoro Transition Authority’s interim appointed government to an elected parliamentary system.
The first parliamentary election is a major milestone in the region’s transition from decades of armed conflict toward elected self-government. The election follows the peace process that created BARMM and replaced the former autonomous regional system.
The bottom line
The BFP has not yet won control of the Bangsamoro Parliament. But with 97.76% of election returns processed, it is increasingly clear the party is on track to become the top vote-getter in the regional parliamentary party race.
That could translate into the largest bloc among the 40 proportional-representation seats.
Whether it can turn that advantage into control of the government is another question. The real battle now is not simply who won the party vote — but whether the BFP can assemble the 41 votes needed to command the new Bangsamoro Parliament and choose the next Chief Minister.
The results remain partial and unofficial until the Commission on Elections completes canvassing and makes the final proclamations.
