Guiuan Embraces Renewable Energy with 60-kWp Hybrid Solar PV System

Guiuan, Eastern Samar, is taking a bold step toward sustainable energy with the installation of a 60-kilowatt-peak (kWp) On-Grid Hybrid Solar Photovoltaic (PV) System.

In a turnover ceremony on February 27 at the Guiuan Municipal Hall grounds, local officials, community leaders, and climate advocates came together to celebrate the signing of the Deed of Donation—marking a significant milestone in the municipality’s transition toward clean energy.

This groundbreaking initiative was made possible through a partnership with the Institute for Climate and Sustainable Cities (ICSC), a Philippine-based NGO dedicated to advancing renewable energy solutions. With the capacity to generate up to 60 kWp of solar power under ideal conditions, this system can supply electricity to approximately 36 to 40 average rural households, offering a viable alternative to costly and unreliable traditional energy sources.

A Step Toward Energy Independence

Department of Energy (DOE) Assistant Secretary Mylene Capongcol underscored the impact of this project.

“A 60 kWp hybrid solar system can significantly cut energy costs for the municipality, freeing up resources for essential social services. This project proves that communities can take control of their energy choices and pave the way for sustainable development.”

Guiuan is a coastal town frequently battered by typhoons and plagued by rising sea levels. Climate-resilient infrastructure, for the town, is more than just an option—it’s a necessity. Persistent power outages and soaring electricity rates have long been challenges for the municipality.

ICSC, in a press release, said Mayor Annaliza Gonzales-Kwan illustrated the dire situation.

“We have 365 days in a year, yet our brownouts might reach 500 occurrences. This project brings hope that we can break free from our energy struggles,” the mayor said.

A Model for Other Communities

As the largest municipality in Eastern Samar, Guiuan is setting an inspiring example. “This is more than just a project; it’s a game-changer,” Mayor Gonzales-Kwan emphasized.

“The collaboration between ICSC and our local government demonstrates the power of partnerships built on trust, shared vision, and a commitment to serving our people. I believe this will spark similar initiatives in other communities.”

This installation marks the largest solar PV project undertaken by ICSC in the Eastern Visayas region.

ICSC Executive Director Angelo Kairos dela Cruz highlighted the project’s broader impact.

“Our collaboration with Guiuan extends beyond simply installing solar panels. This initiative signals systemic change and serves as a model for climate-resilient development driven by local leadership and community action.”

Commitment to a Just Energy Transition

During the event, key stakeholders signed a Memorandum of Agreement.

The stakeholders include Mayor Gonzales-Kwan, Executive Director dela Cruz, DOE Assistant Secretary Capongcol, Eastern Samar Vice Governor Maria Caridad Goteesan, Sulong Sulu-an Women’s Association President Alma Latina, and Eastern Samar Electric Cooperative (ESAMELCO) General Manager Jose Michael Edwin Amancio. They pledged to advance renewable energy solutions in Guiuan.

The agreement outlines five core initiatives under Guiuan’s Just Energy Transition Agenda. It is focusing on accelerating the adoption of renewable energy and promoting community-led solutions to enhance energy security and affordability.

Guiuan Sangguniang Bayan Secretary Rectito Melquiades captured the significance of the moment.

“We are not just switching on a new power source for our municipal hall—we are igniting a transformative journey for our town. This marks a major step toward sustainability, resilience, and progress.”

The hybrid solar PV system will undergo a one-month testing phase before its full deployment.

Meanwhile, ICSC is preparing to launch similar projects in the region. These projects include the upcoming turnover of a hybrid PV system in Paranas, Samar, in March.
