Mabuhay Town Adopts AI, Blockchain Platform For Digital Governance

The Municipality of Mabuhay in Zamboanga Sibugay adopts an AI- and blockchain-powered digital governance platform to modernize public services, boost transparency, and support barangay-level digitization.

MABUHAY, Zamboanga Sibugay — The local government of Mabuhay has formally adopted a digital governance platform that integrates artificial intelligence (AI) and blockchain technology, marking a major step toward modernizing public service delivery in the island municipality.

The municipal government signed a Service Agreement with Integrya Technologies on December 10, 2025, for the implementation of WonderLocal, a cloud-based system designed to digitize core government services. The signing ceremony was held at the Mabuhay Municipal Hall.

With the agreement, Mabuhay becomes one of the local government units (LGUs) in the Philippines to officially deploy a full-scale governance platform that combines AI-driven analytics and blockchain-backed verification.

What the platform offers

Developed by social impact venture studio Integrya Technologies, WonderLocal is envisioned as an integrated digital ecosystem for local governance. According to the announcement, the platform includes:

  • Citizen services: An online portal for helpdesk concerns and applications for civil registry documents

  • Business services: Digital processing of business permits

  • Transparency hub: A dedicated section for publishing ordinances, budgets, procurement records, and development projects

  • Verification tools: Blockchain-enabled verification for select public records and QR-verified documents to help curb fixing and fraud

  • Offline access: Features designed for areas with limited or unstable internet connectivity

The system also uses AI-assisted analytics to help the LGU monitor workflows and service performance, enabling data-informed decision-making.

Barangays included

Alongside the municipal agreement, Integrya Technologies signed a Memorandum of Understanding (MOU) with the Liga ng mga Barangay (LNB) of Mabuhay to explore the rollout of WonderLocal Cert+, a digital barangay clearance system.

Under the MOU, the system will be provided to barangays free of charge, with no subscription or setup fees. Participation is voluntary for both barangays and residents. Barangays may continue collecting official clearance fees, while citizens who opt for online filing will pay a convenience fee.

Officials speak

Mayor Edreluisa “Lulu” Caloñge said the partnership aims to build a more transparent and efficient local government.

“While the full rollout will be presented to our constituents during the Araw ng Mabuhay celebrations, today’s signing lays the foundation for a digital future that truly serves our people,” Caloñge said.

Integrya Technologies co-founder and CEO Gil R. Orense described Mabuhay’s move as a “deliberate and responsible approach” to digital governance, adding that it positions the municipality as a reference point for other LGUs seeking to strengthen institutional accountability through technology.
