Health Secretary Teodoro J. Herbosa announced the signing of a new Department of Health (DOH) administrative order (AO) that simplifies access to discounts on medicines for seniors.
DOH AO No. 2024-0017 eliminates the long-standing requirement for senior citizens to present a purchase booklet at drugstores. Previously, this booklet had to accompany a valid ID and a doctorโs prescription for seniors to avail themselves of their legally mandated discounts under the Expanded Senior Citizens Act of 2010.
Speaking at a press conference, Secretary Herbosa emphasized the importance of streamlining processes for the elderly, citing his personal understanding of the challenges faced by senior citizens.

โI am also a senior citizen. I know how difficult it can be to always carry a purchase booklet everywhere you go,โ Herbosa said. โSeniors need their discounts on medicines, and we must make it easier for them to access this benefit.โ
The Health Chief framed the move as part of the governmentโs ongoing commitment to support senior citizens, highlighting the administrationโs prioritization of their welfare.
