IPIL, Zamboanga Sibugay — ZAMSURECO II, the electric cooperative serving the whole province and some areas in Zamboanga Peninsula, announced an increase in electricity rates for its June 2026 billing period after a generating unit outage forced the utility to purchase more expensive power from the Wholesale Electricity Spot Market (WESM).
The power utility, in its social media post, wrote that residential consumers will see their rates rise by 2.5237 pesos per kilowatt-hour. Low-voltage customers will face an increase of 2.5086 pesos per kWh, while high-voltage users will pay 2.4524 pesos more per kWh.
The rate adjustment stems from a boiler tube leak at Therma South, Inc. (TSI) on May 12, 2026, which shut down Unit 2 and halved the power supply available to ZAMSURECO II from 10 megawatts to 5 MW. To maintain service, the cooperative bought additional energy from the WESM, where prices are typically higher.
For the billing period, 46 percent of ZAMSURECO II’s power came from the WESM, 21 percent from TSI, and 33 percent from PSALM, according to the cooperative.
ZAMSURECO II covers Zamboanga Sibugay province, three towns in Zamboanga del Sur, Barangay Vitali in Zamboanga City, and the towns of Sibuco, Sirawai, Siocon and Baliguian in Zamboanga del Norte.
The cooperative explained that power suppliers and the WESM operator collect the generation charge, which is a pass‑through cost. ZAMSURECO II does not earn additional revenue from the increase. No immediate comment was available from TSI on the timeline for repairing the affected unit.
