TUNGAWAN, Zamboanga Sibugay โ€” The local government of Tungawan has expressed full support for the national governmentโ€™s drive to eliminate red tape and improve public service delivery, following a recent visit by the Anti-Red Tape Authority (ARTA).

Mayor Angelito Aniรฑon welcomed the ARTA teamโ€™s visit, describing it as โ€œa vital step toward making Tungawanโ€™s local governance more efficient, transparent, and citizen-centered.โ€

โ€œWe are committed to ensuring that every transaction in our municipal offices is fast, fair, and free from corruption,โ€ Mayor Aniรฑon said. โ€œOur people deserve a government that works with integrity and efficiency.โ€

Streamlining Local Processes

Under Republic Act 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, ARTA requires all local government units to streamline their processes, reduce processing times, and post clear service standards through a Citizenโ€™s Charter.

In compliance, the Municipal Government of Tungawan has taken steps to simplify transactions for business owners and residents alike โ€” from acquiring business permits to securing barangay or zoning clearances.

Toward a Business-Friendly Tungawan

One of the central reforms encouraged by ARTA is the creation of a Business One-Stop Shop (BOSS). This system allows applicants to process all necessary permits and clearances in one location or online platform, reducing delays and minimizing the opportunity for fixers.

The local government is also exploring digital solutions for permit applications and payments, aligning with ARTAโ€™s call for automation and transparent service delivery.

โ€œWe want Tungawan to be known not just for its agricultural and coastal productivity, but also for a government that makes it easy to do business,โ€ Mayor Aniรฑon added.

Promoting Accountability

ARTAโ€™s visit also included a review of Tungawanโ€™s compliance with standard processing times โ€” three days for simple transactions, seven for complex ones, and 20 for highly technical requests.

The agencyโ€™s representatives reminded local officials that failure to follow these standards could result in administrative sanctions. Mayor Aniรฑon assured them that his administration fully supports ARTAโ€™s reforms and welcomes regular monitoring visits.

Citizen-Centered Governance

Through ARTAโ€™s guidance, Tungawan is taking concrete steps to ensure public services are accessible, accountable, and responsive to the needs of its people.

โ€œGood governance is not just about leadership; itโ€™s about service. ARTAโ€™s visit strengthens our resolve to deliver that kind of service to every Tungawanon,โ€ Mayor Aniรฑon said.
